Lee is an expert on the viral envelope, the dynamic outside surface of
a virus that latches onto a cell, then changes its shape to let the
virus enter and infect the cell. This work began as part of a
biodefense grant from the National Institutes of Health, screening a
library of 30,000 compounds for activity against the envelope of &lt;a href=&quot;http://www.scientificamerican.com/article.cfm?id=nipahs-return&quot;&gt;Nipah virus&lt;/a&gt;, an emerging infection first identified in 1999 in Malaysia.&lt;br&gt;
&lt;br&gt;
Nipah is so deadly that work with the virus itself can only be done in &lt;a href=&quot;http://www.scientificamerican.com/blog/post.cfm?id=should-a-new-pathogen-lab-be-built-2009-07-27&quot;&gt;biosafety level 4&lt;/a&gt;
(BSL-4) labs where researchers wear tightly sealed hazmat suits with
internal oxygen supplies. The labs themselves are strongly secured.
There are only four in the U.S.&lt;br&gt;
&lt;br&gt;
Lee got around that by creating a hybrid virus. He striped off the
envelope covering the relatively benign vesicular stomatitis virus
(VSV) and added the Nipah envelope to that core. This allowed him to
screen the compounds in his lab at the university using much lower
BLS-2 safety standards, to see if they inhibited viral entry into the
cell.&lt;br&gt;
&lt;br&gt;
&quot;One compound (LJ001) looked really good, it had an IC50 of one
micromolar [meaning that it inhibited the pathogen at a low
concentration], which for an initial read is okay. Most importantly, it
wasn&apos;t toxic&quot; to cell cultures, Lee explained.&lt;br&gt;
&lt;br&gt;
Mike Wolf, a grad student in the lab, wanted to make sure the compound
was specific to Nipah, so he screened it against VSV. When the
inhibition curves came back identical, he originally was disappointed
because the study&apos;s funding was based on exploring potential
therapeutics for Nipah.&lt;br&gt;
&lt;br&gt;
Lee, however, encouraged him to be more persistent, and curious. After
a series of studies confirmed the activity and lack of toxicity, Lee
sent double-blinded samples of the compound and control to a colleague
at the BSL-4 lab at the University of Texas Medical Branch at Galveston
who tested it against Nipah, Ebola and other viruses. They were shocked
when LJ001 inhibited viral entry to all of them.&lt;br&gt;
&lt;br&gt;
So Lee pitted it &lt;a href=&quot;http://www.scientificamerican.com/article.cfm?id=the-aids-vaccine-search-goes-on&quot;&gt;against HIV&lt;/a&gt;,
a pathogen he had worked with extensively—it worked there, too. &quot;That
didn&apos;t make any sense at all to a virologist, because retroviruses have
nothing to do with these negative-strand RNA viruses&quot; like Nipah and
Ebola, he says.&lt;br&gt;
&lt;br&gt;
&quot;We started going through a list of 20-plus viruses,&quot; and it inhibited
entry of all of them. &quot;I had no idea of what was going on, I couldn’t
find anything common about them.&quot; Finally, when he ran the compound
against &lt;a href=&quot;http://www.scientificamerican.com/podcast/episode.cfm?id=83B638F5-E7F2-99DF-3A9F42DEADF94CF1&quot;&gt;adenovirus&lt;/a&gt;,
it came back negative. Only then did he recognize the commonality:
LJ001 worked against lipid envelope viruses only. It took a few years
to rule out possibilities that the compound might be inhibiting the
binding or fusion processes by which such viruses enter cells.&lt;br&gt;
&lt;br&gt;
Lee demonstrated that the compound binds to &lt;a href=&quot;http://www.scientificamerican.com/article.cfm?id=luminous-lipids-shed-ligh&quot;&gt;lipids&lt;/a&gt;
in the envelope of both the virus and the invaded cell. Eventually he
came to realize that it causes damage to both organisms. The difference
is that the larger cell is equipped to repair all sorts of regularly
occurring insults. The more primitive virus, however, carries no repair
mechanisms; a new virion (complete virus) acquires lipids for its
envelope by literally ripping them off of the cellular membrane as it
buds off from the infected cell. Once the viral lipids were disabled by
LJ001 they stayed that way.&lt;br&gt;
&lt;br&gt;
Current antiviral drugs target encoded proteins essential to the viral
life cycle, and which vary so much among virus types that a
specifically tailored drug seldom is effective against more than one of
them. Furthermore, active processes allow viruses to inevitably develop
resistance to such compounds. To compensate for this shortcoming,
combination therapy attempts to hit a virus at so many places
simultaneously that it cannot develop resistance to them all.&lt;br&gt;
&lt;br&gt;
But viruses do not have genetic control of their lipids like they do
with proteins. So, Lee is optimistic about the potential for resistance
to drugs like LJ001. He says, &quot;I can&apos;t imagine how the virus can
develop resistance to it.&quot;&lt;br&gt;
&lt;br&gt;
When U.C.L.A. lawyers searched the patent database, they found that a
company already had filed a patent on LJ001 claiming antiviral activity
but describing little else. Lee is not concerned; his colleague Michael
Jung, a medicinal chemist at U.C.L.A., had tinkered with the original
compound and found a series of variations that are 100-fold more
potent. The university is filing claim to those.&lt;br&gt;
&lt;br&gt;
Lee says it is important to demonstrate in vivo efficacy of these
compounds. He is working to try to overcome a few barriers they have
identified, and he readily concedes that it will take teams of experts
with specialized knowledge to bring a product to market. His primary
focus is on basic research, and he already is thinking about those next
challenges.&lt;br&gt;
&lt;br&gt;
Warner Greene, director of the Gladstone Institute of Virology and
Immunology at the University of California, San Francisco,
congratulated Lee and his collaborators on &quot;a fascinating piece of work
on an unexpected finding.&quot; But, he cautions, &quot;from a therapeutic point
of view it is a very, very early finding.&quot;&lt;br&gt;
&lt;br&gt;
&quot;The breadth of antiviral activity is fascinating but I fear that with
the underlying mechanism of membrane disruption, there might be a lot
more toxicity than is currently appreciated. Primary cells often are
much more sensitive than laboratory-adapted cells,&quot; Greene says.&lt;br&gt;
&lt;br&gt;
He adds: &quot;With this type of drug you are always going to be operating
in a window of whether or not the cell can catch up and keep the cell
alive while the drug is still being effective against the virus. It
will be a race.&quot; That is the same principle behind many current

percent of donated organs came from so-called live donors -- living

enter a kidney &quot;swap,&quot; Taylor explained, in which the husband gives his 
kidney to someone unrelated, which &quot;sets off a chain reaction of

 people who are divorced may still be close with their spouses and the

			<title>Ancient tribe survives tsunami</title>
			<description>&lt;p&gt;Members of the ancient Jarawa tribe have emerged from their
forest habitat for the first time since the December 26 tsunami
ravaged the isolated Andaman and Nicobar Islands.&lt;/p&gt;
&lt;p&gt;In a rare interaction with outsiders, they announced yesterday
that all 250 of their tribespeople had survived.&lt;/p&gt;
&lt;p&gt;&quot;We are all safe after the earthquake. We are in the forest in
Balughat,&quot; Jarawa member Ashu said in broken Hindi through an
interpreter in a restricted forest area in the northern reaches of
South Andaman island.&lt;/p&gt;
&lt;p&gt;According to varying estimates, there are only 400 to 1000
members alive today from the Jarawas, Great Andamanese, Onges,
Sentinelese and Shompens.&lt;/p&gt;
&lt;p&gt;Some anthropological DNA studies indicate the generations may go
back 70,000 years.&lt;/p&gt;
&lt;p&gt;They originated in Africa and migrated to India through
Indonesia, anthropologists say.&lt;/p&gt;

forest habitat for the first time since the December 26 tsunami
ravaged the isolated Andaman and Nicobar Islands.&lt;/p&gt;
&lt;p&gt;In a rare interaction with outsiders, they announced yesterday
that all 250 of their tribespeople had survived.&lt;/p&gt;
&lt;p&gt;&quot;We are all safe after the earthquake. We are in the forest in
Balughat,&quot; Jarawa member Ashu said in broken Hindi through an
interpreter in a restricted forest area in the northern reaches of
South Andaman island.&lt;/p&gt;
&lt;p&gt;According to varying estimates, there are only 400 to 1000
members alive today from the Jarawas, Great Andamanese, Onges,
Sentinelese and Shompens.&lt;/p&gt;
&lt;p&gt;Some anthropological DNA studies indicate the generations may go
back 70,000 years.&lt;/p&gt;
&lt;p&gt;They originated in Africa and migrated to India through
Indonesia, anthropologists say.&lt;/p&gt;
&lt;p&gt;Seven men emerged from the forest carrying bows and arrows and

&lt;p&gt;They told government and police officials that when the tsunami
struck, they all fled to the forest and survived.&lt;/p&gt;&lt;p&gt;Two reporters and a photographer for The Associated Press were
allowed to accompany the official delegation to an outpost in the
isolated northern region where the seven men were waiting.&lt;/p&gt;
&lt;p&gt;Some sat on plastic chairs resting their feet against the trunks
of trees, one perched on a wall, while another mock-wrestled with a
government official who had taught them a few Hindi words.&lt;/p&gt;
&lt;p&gt;Ashu, who said he was in his early 20s, introduced himself and
three others - Danna, Lah and Tawai. Like many south Indians, they
use only one name.&lt;/p&gt;
&lt;p&gt;The men stopped an Associated Press photographer from taking
pictures.&lt;br&gt;
&quot;We fall sick if we are photographed,&quot; Ashu said.&lt;/p&gt;
&lt;p&gt;The tribesmen said they survived by eating coconuts in the
aftermath of the tsunami, which killed 901 people and left 5914
missing on the Andaman and Nicobar islands.&lt;/p&gt;
&lt;p&gt;Ashu showed off his bow, arrows, and a metal box containing ash
that he smears on his face during ceremonies, which he attached to
a thread tied around his waist.&lt;/p&gt;
&lt;p&gt;Ashu then asked for &quot;khamma&quot;, meaning water in the Jarawas
dialect, and drank from a bottle of mineral water offered to
him.&lt;/p&gt;
&lt;p&gt;When asked what they typically eat, Ashu said, pork and fish
caught with their bows and arrows. &quot;And we like honey.&quot;&lt;/p&gt;
&lt;p&gt;He said tourists sometimes threw boxes of cookies at them from
buses - but said packaged food upsets their stomachs.&lt;/p&gt;
&lt;p&gt;&quot;We prefer to eat raw or roasted bananas. Ripe bananas make us
sick,&quot; he said.&lt;/p&gt;
&lt;p&gt;Though friendly, the tribesmen are wary of visitors.&lt;/p&gt;
&lt;p&gt;&quot;My world is in the forest,&quot; said Ashu. &quot;Your world is outside.
We don&apos;t like people from outside.&quot;&lt;/p&gt;
&lt;p&gt;The police and Jarawas have not always got along. In 1997, a
year after the tribe first made contact with local authorities,
tribesmen stormed a police outpost in Jirkatang and shot a guard
dead with arrows.&lt;/p&gt;
&lt;p&gt;Relations have since improved. A police officer who asked that
his named not be used called the Jarawas &quot;good friends&quot;.&lt;/p&gt;
&lt;p&gt;&quot;Today is the first time they have come out of the forest in a
month,&quot; said another accompanying official.&lt;/p&gt;
&lt;p&gt;Ashu demonstrated his shooting skills. Mounting an arrow, he
arched his body to the left, pulled back the arrow, smiled, then
let it go.&lt;/p&gt;
&lt;p&gt;The official then joked that he would shoot an arrow at the
police officer.&lt;br&gt;
Ashu turned around and said, matter of factly: &quot;If you kill him, I

hair growth. Gillette then filed a patent for the formulation of 
eflornithine cream. In July 2000, the FDA granted a U.S. NDA for Vaniqa.
 The following year, the European Commission issued its Marketing 
Authorisation. Today, Vaniqa is marketed by Almirall in Europe, CSL in 
Australia, Triton in Canada, Medison in Israel and SkinMedica in the

&lt;br&gt;
&lt;br&gt;The drug was registered for the treatment of gambiense sleeping 
sickness in 1990.[6] However, in 1995 Aventis (now Sanofi-Aventis) 
stopped producing the drug, whose main market was African countries, 
because it didn&apos;t make a profit.

&lt;br&gt;In 2001, Aventis (now Sanofi-Aventis) and the WHO formed a five-year

reducing overall levels of hunger, particularly in Africa. &lt;p&gt;Such failures underline the fact that significant extra effort is 
required by developed and developing countries alike if the MDGs are to 
be achieved.&lt;/p&gt;
&lt;p&gt;But they also highlight the need for new approaches. These include an
 increased acknowledgment of the importance of building scientific 
capability in developing countries as an essential component of any 
future strategy.&lt;/p&gt;
&lt;div&gt;
&lt;p&gt;&lt;strong&gt;Narrow focus&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;It is already clear, as &lt;a href=&quot;http://www.scidev.net/en/features/science-what-has-it-done-for-the-millennium-development-goals--1.html&quot;&gt;a recent &lt;em&gt;SciDev.Net&lt;/em&gt; feature&lt;/a&gt; has illustrated, that few MDGs are likely to be achieved without the application of modern science through new technologies.&lt;/p&gt;
&lt;/div&gt;
&lt;p&gt;Salim Abdool Karim, director of the Centre for the AIDS Programme of 
Research in South Africa, points out, for example, that giving magnesium
 sulphate to mothers immediately after birth has had a major impact on 
reducing maternal deaths from pre-eclampsia.&lt;/p&gt;
&lt;p&gt;But a narrow focus on delivering concrete outcomes could undermine 
long-term commitments to building up the indigenous scientific capacity 
needed to deliver successful outcomes in the future.&lt;/p&gt;
&lt;p&gt;It also encourages a fragmented approach to achieving the goals of 
sustainable development, and can result in insufficient attention being 
paid to the equally important need to identify the linkages between 
biodiversity and poverty alleviation, for example (see &lt;a href=&quot;http://www.scidev.net/en/news/next-millennium-development-goals-should-be-more-holistic-.html&quot;&gt;Next Millennium Development Goals &apos;should be more holistic&apos;&lt;/a&gt;).&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Donor-led agenda&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Some of the shortcomings in the current approach have been recognised
 by those responsible for monitoring progress over the next five years.&lt;/p&gt;
&lt;/div&gt;
&lt;p&gt;In particular, a &lt;a target=&quot;_blank&quot; href=&quot;http://www.un.org/en/mdg/summit2010/pdf/mdg%20outcome%20document.pdf&quot;&gt;resolution adopted at last week&apos;s review meeting&lt;/a&gt;
 explicitly commits UN member states to &quot;promoting the strategic role of
 science and technology … in areas relevant for the achievement of the 
Millennium Development Goals&quot;, as well as strengthening &quot;national 
innovation and research and development capacity&quot; towards the same end.&lt;/p&gt;
&lt;p&gt;But even if this is achieved, other problems remain on the table. In 
particular, there is the question of &quot;ownership&quot;, and the widespread 
perception within many developing countries that the MDGs represent a 
donor-led agenda that does not take sufficient account of local 
priorities and capabilities.&lt;/p&gt;
&lt;p&gt;This was the view expressed last week, for example, by Umar Bindir, 
director-general of Nigeria&apos;s National Office for Technology Acquisition
 and Promotion, speaking at a training workshop organised by the World 
Federation of Scientific Journalists.&lt;/p&gt;

not be achieved. What was needed, he said, were home-grown solutions for

&lt;p&gt;This meant strengthening its educational infrastructure and promoting
 science, research, manufacturing and the development of human capital. 
&quot;Vibrant science, national systems of innovations, research and 
development, technical acquisition, intellectual property rights, 
information and technology communication all need to be harnessed,&quot; 
Bindir said.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Local needs&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The value of the MDGs lies in the way they have acted as both a 
carrot and a stick to focus the efforts of both development agencies and
 governments of developing countries.&lt;/p&gt;
&lt;/div&gt;
&lt;p&gt;Where the goals have been, or are close to being, achieved, they can 
be held up as concrete examples that development aid works. Where they 
have not, this failure — as well as being embarrassing — can be an 
incentive to greater effort and commitment.&lt;/p&gt;
&lt;p&gt;But the curse of the MDGs is that they focus on relatively 
short-term, concrete objectives, and lack sufficient &apos;buy-in&apos; from the 
very countries they are intended to help. As a result, they can 
undermine the type of long-term commitment to capacity building — 
particularly in advanced education and research — that Bindir is 
suggesting.&lt;/p&gt;
&lt;p&gt;They can also threaten commitments to strengthening the 
multidisciplinary skills and research strategies required to prevent the
 fragmentation of effort. This includes building up a capacity in 
science communication as a channel for interaction between researchers 
and policymakers.&lt;/p&gt;
&lt;p&gt;As UN member states turn their attention to what should succeed the 
MDGs after the 2015 deadline, it is essential that these shortcomings 
are taken sufficiently into account.&lt;/p&gt;

 will benefit the developing world.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;What&apos;s new about GEM compared with previous attempts to map earthquakes?&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;This is the first global effort aimed at seismic risk 
assessment. It will let people contribute data and exchange information 
with others. It will look at hazard, risk (both vulnerability and 
exposure) and also socio-economic factors, which means that users will 
be able to analyse the likely consequences of earthquakes for society 
and the economy. &lt;br&gt;&lt;/span&gt;&lt;/p&gt;Earthquake-prone regions are contributing to building the model — it is 
consensual. And it is transparent and open-source. This is a big 
difference from the past — people can see how the model is made and can 
question it and improve it.
&lt;p&gt;&lt;span&gt;GEM is based on meeting real people&apos;s needs. We&apos;re not just 
providing difficult-to-assimilate scientific results: we&apos;re involving 
those who are responsible for translating scientific results into 
actions.&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;What types of risk does the model consider?&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;People will be able to find out the probability of an 
earthquake measuring, for example, 7.5 on the Richter scale occurring in
 their region — but that&apos;s not the risk, it&apos;s the hazard. Eventually, we
 want to show the consequences.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;GEM is working to estimate the number of victims, causalities 
and the economic losses. In order to get there GEM needs both to map the
 hazard and consider the socio-economic impact — the consequences for 
poverty, well being, access to hospitals, education and all those 
indirect social consequence of earthquakes. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;Will developing regions have a say in the model as well?&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;Yes. And this is one of the main differences from similar 
initiatives in the past. Unfortunately, those failed because 
institutions in developing regions only supplied data — they were not 
involved in the whole process. When the results came out, these regions 
simply said &quot;we were not involved in the process, so we don&apos;t believe 
those results and we&apos;re not going to use them&quot;. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;Who decides what goes into the model, especially if there is a difference of opinion?&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt; The governing board will always support the relevant regional
 institutions and researchers. But GEM&apos;s main activity is consensus 
building.&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;If researchers in the West do not agree with decisions made in 
developing countries, it may happen that major insurance companies based
 in the West will listen to their own national scientists and they will 
then not take up the GEM model — and if that happens GEM will not have 
succeeded. So it is fundamental to get consensus. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;Is it easier to convince developed or developing countries to join?&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt; Last year I took part in the Sub-Saharan Africa region 
kick-off meeting in Nairobi, and it was truly astonishing for me to see 
how the representatives of some 40 or 50 of these countries — once they 
had overcome initial suspicion — were fully on board. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;And it is actually easier to get them on board than the 
industrialised countries because they truly feel the need to do 
something. If you look at a map, it is clear that lots of densely 
populated regions with high earthquake risks are in developing 
countries. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;How is data collection going? &lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;It will take time for all the different regions involved in the programme to start supplying the data. &lt;br&gt;&lt;/span&gt;&lt;/p&gt;Standards for data assessment are being developed and the first global 
databases will be populated over the coming years. During those years, 
regional programmes will provide feedback and add data where possible. 
&lt;p&gt;&lt;span&gt;We have regional programmes in Africa, Latin America and 
South-East Asia and we are working with all the regions so that they 
will provide the data needed to run this model at a global scale. But 
you need to have the software infrastructure in place that will allow 
institutions in those different regions to supply the data. So what we 
need now is to develop a spatial data infrastructure. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;When will people be able to use GEM? &lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;GEM still needs around 3–4 years to be able to create a first 
working model for earthquake risk assessment, and developing the 
infrastructure is part of that. In the meantime there will already be 
some useful &lt;/span&gt;&apos;products&apos;&lt;span&gt;. But, more importantly, the platform for risk assessment (the &lt;/span&gt;&apos;engine&apos;&lt;span&gt;)
 will become open-source in order to support further development by the 
community. Early next year programmers and expert-users from around the 
world can start contributing in order to build the best engine for risk 
calculations, estimations and communications. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;What if nations don&apos;t want to make their data public? &lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;We need a geographic network that allows organisations from 
around the world to upload data with different levels of restrictions. 
You might have, for instance, the Indian Government, which is willing 
for the model to consider some classified Indian data but is not willing
 to share that data with the rest of the world. In this way the risk 
results for India take into account that data — and only the results, 
not the data, are available to the rest of the world. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;How will you involve policymakers? &lt;br&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;We are introducing case-studies for seismic risk mitigation in the 
regional programmes, each of which has to involve the local politicians,
 schools and so forth. We are also working with a number of NGOs asking 
&quot;What is it that we need to provide to an organisation like yours?&quot;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;What sort of applications do NGOs and policymakers see?&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt; One of the examples is how to improve construction. Not to 
the standards of Japan or the United States —&amp;nbsp;just a little step better —
 but one that can actually decrease the vulnerability by a significant 
amount. To do this, socio-economic agents and NGOs need to offer people 
understandable advice. If they go to the home owner or to the builder 
they need to be able to demonstrate, in a very simple way, that the area
 is at increased risk and how that risk can be mitigated. Case studies 
are being organised at a regional and local level, by local experts on 
behalf of GEM. The aim is two-fold: to demonstrate that the results of 
GEM can help mitigate risk; and to get feedback from local stakeholders 
and experts involved in case studies to ensure they can understand the 
results of the model.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;A recent news article criticised GEM for neglecting the end users ...&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;This was not criticism but just noting the need for different 
users to be brought in. It has not happened yet, because we started last
 year and we&apos;re still deploying these regional programmes, getting the 
countries on board — and it&apos;s been a lengthy process. Now, we&apos;re getting
 to a stage where we can start deploying some of these activities, 
involving local individuals and agencies.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;Do you think GEM will reduce earthquake-related costs in developing countries?&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;We&apos;re going to demonstrate that actually there is a benefit: 
investment pays off tremendously five, ten, fifteen years down the line.
 &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;The socio-economic impact model looks at exactly these kinds of
 things and it runs cost-benefit analyses, for example comparing the 
initial cost of reducing your vulnerability and the long-term savings

metabolic rate,&quot; said Dillon. &quot;If we continue on the track that&apos;s 
predicted, it&apos;s only going to get worse.&quot; &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;But it is still unclear what effects this might have on diseases spread by mosquitoes, such as malaria.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;He said the effects of warmer weather on malaria might be 
threefold: higher metabolic rates shorten gestation periods boosting the
 numbers of mosquitoes as successive generations hatch more frequently; 
&amp;nbsp;longer periods of warmth would allow the mosquitoes to be active for 
longer; and the metabolic rate of malaria parasites might increase as 
well leading to higher parasite numbers carried by the mosquitoes.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;Combined, these three temperature effects could increase the 
potential for malaria infection in tropical regions. But whether this 
will actually occur is an &quot;incredibly complicated&quot; question, said 
Dillon. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;Other factors might mean such an increase in metabolic rate 
could have little effect on malaria. For example, availability of other 
resources could limit mosquito population growth, or they simply might 
not sustain the higher metabolic rates. &quot;They may just burn themselves 
out,&quot; he said. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;Tarekegn Abeku, senior technical specialist for disease 
prevention at the Malaria Consortium, said that while short-term 
temperature changes in regions such as the East African highlands have 
increased malaria transmission rates, we do not know how gradual warming
 will influence the disease. &quot;The long-term effects in general are not 
very clear,&quot; he added.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;Paul Parham, a research fellow at the Grantham Institute for 
Climate Change, United Kingdom, said that when these new findings are 
put into existing disease transmission models, &quot;small changes in the 
metabolic rates will have potentially quite large effects on disease
